Valenzuela City is Now Restricting Minors to Go Outside their Houses

The city government of Valenzuela issued the Ordinance No.742 Series of 2020 that prohibits children/minors (aged 17 and below) to go outside of their houses to avoid the infection of COVID-19.

With the fast-spread of the virus, the city government initiate this ordinance not only for the minors but also for the parents and guardians to be fully responsible in keeping their children at home.

Under the prohibition, there will be exceptions wherein minors can go outside:

1. In case of emergency.
2. During act of God like earthquake, flooding, fire incident and the like.
3. If the child is living with people of the following cases wherein the minor will be the one to buy food and other basic necessities :
* Parents/Guardian above 60 years old
* Living with people with immunodeficiency, comorbidity or other
health risk.
* Pregnant
* Person with disability (PWD)

As mentioned above, it is the responsibility of the parents / guardians to keep the children at home therefore they will also be accountable to any penalties set by the ordinance:
* 1st – 3rd offense: Warning
* 4th offense: P 3,000 pesos penalty for the parent/guardian
* Succeeding offense: P 5,000 pesos penalty for the parent/guardian.
